I will suggest you to check if the issue occurs in Safe Mode with Networking. Manually stopping the service has been seen to cause the widcommm to stop functing properly.
A second restart attempt makes the system hang at the “Restarting now” screen. Both drivers can’t stay installed at the same time.
Thanks for marking this as the answer. I would also like to point out that Bluetooth services are disabled by default in safe mode at least in my case. All was well except for the mouse Dell Bluetooth Travel Mouse randomly turning off for a few seconds to a few minutes a small price to pay considering Dell has no plans to update the drivers to Windows 10, I thought until Windows decided to update the driver a couple of days back. So far at least the issue seems to’ve been fixed. If the bluetioth does not persists in Safe Mode with Networking, then perform a Clean Boot to check if any third party application is causing the issue, as Clean Boot helps in eliminating software conflicts.

Finally managed to get it installed after I came across a workaround on the net. So, I set the system to boot normally and had it resume from hibernation a few times.
